Giuliani, Edwards quit race; who benefits?

Democrat John Edwards and Republican Rudy Giuliani have both withdrawn from the presidency race, according to The Philadelphia Inquirer.

The withdrawls have left the Democratic Party with only two contenders: Hillary Rodham Clinton and Barack Obama. The Republican Party has three contenders left, John McCain, Mitt Romney and Mike Huckabee, but it is more of a two-candidate contest between McCain and Romney, according to The Philadelphia Inquirer.

It is unclear who will benefit from Edward's drop in the race on the Democratic side, according to the Inquirer article. This will add to the uncertainty with who will benefit heading into Super Tuesday.

When Giuliani withdrew, he endorsed McCain, which should help him in New York, if nothing else, according to The Philadelphia Inquirer. Analysts predict that Edwards withdraw will help Clinton in the rest of the primaries.

Philadelphia officer charged in scam

Philadelphia police officer Deshane Riggins, who has been under investigation and on limited duty since July 2007, was charged with 19 counts of insurance fraud and 19 counts of tampering with public records and criminal conspiracy, according to the Philadelphia Inquirer.

Riggins has been suspended for 30 days and will likely be fired from the department, after serving as an officer since April of 2000. He was reassigned in July after officials learned he was under investigation, according to the Inquirer article.

According to the prosecutor's statement, Riggins prepared false accident reports on 19 occasions that he knew coconspirators would use to file phony insurance claims.

The felonies that Riggins faces carry a maximum sentence of seven years in prison and fine of up to $15,000, according to the Inquirer article.
